How to foster self responsibility

Schoolagers need to be responsible for their own actions for the most do children learn to be responsible? Role models like parents are a good start and are usually the first people children are exposed to and learn how to act...If parents show children that they are responsible in their worlds by showing the children (age appropriate) what things they need to complete in order to be responsible.  Children can be assigned activities/chores around the house that they are responsible for completing. As children get older school requires them to be more responsible about their homework and lessons..parents are no longer sent home mailbags -and kids have to be able to keep their work organzied by themselves by grade 4 or 5.
Any other ideas on how to foster self responsibility?
