Advertising unlicenced care

I am a certified teacher in Ontario hoping to begin a tutoring business.  In addition to working with school age kids I am interested in providing preschool type sessions in my home weekday mornings with 5 or less kids ages 3-5.  It would be play based learning with an educational focus and is intended to build and reinforce skills needed for success in kindergarten.  I do not wish to pursue licensing as we have a large, country yard and fencing it to meet requirements would be cost prohibitive.  As long as I stay under the 5 child cap, am I free to advertise unlicensed care.  Just want to make sure that I am not doing anything illegal!  Thanks.
