The study, released Thursday, says there were 837,923 regulated spaces in 2007, an increase of 26,661 over 2006. By comparison, that number grew by an average of 32,668 a year between 2004 and 2006. From 2001 through 2004, about 50,831 new childcare spots were created per year, the report said.

Researcher Martha Friendly said the decline is linked with changing priorities within the federal government.
