Parental-leave program is popular, but too costly

Quebec should have learned a lesson with $5-a-day daycare. The program now costs $7-a-day, but is still available only to the lucky or the well-connected, as demand outstrips the number of spaces the government can afford.

Now another social program's popularity has taken the government by surprise. This time it's the parental-leave program, which came into effect Jan. 1, 2006. And the costs are out of control

Announcing it in 2005, Premier Jean Charest proudly proclaimed that it would be the most generous such system in the country. Parents can receive 75 per cent of their salary over 40 weeks, or they can take 70 per cent of salary for 25 weeks and then 55 per cent for another 25 weeks. The average weekly payout under the new plan is $450, up from $325 under the old rules.
