Safety at nursing home

My granny is 78 and she suffered a stroke which has left her left arm unfit. Right now, she is staying at a nursing home. Though she is able to walk, she spends most of her time in bed. I want to make her start using the wheelchair.
But, the situation at the nursing home is not that much good. Almost all the patients are left unattended. I have seen some of them being in a terrible posture that could actually affect their health. I am very scared about the case of my grandma.
I have heard that the nursing home has got nurse call systems in order to contact the concerned authorities in case of an emergency. Is this effective in the case of my grandma? Please give some genuine replies and suggestions.
